CHAPTER – IV
DISTRICT KATHUA


4.1 Known as Gate Way of Jammu and Kashmir, Kathua District lies in southeast of the State and is bounded by Chamba of Himachal Pradesh on the east, Pakistan/Gurdaspur District on the south, while Udhampur and Doda Districts touch its border on its north and District Jammu on its north-west. Spread over an area of 2651 sq. kms, the District has a population of 550084 as per 2001 census.


4.2 Presently, the District comprises four Tehsils namely Kathua, Hiranagar, Basohli and Billawar with three Sub-Divisions at Basohli, Bani and Badnota. The District can be divided into three distinct Zones as ‘Border’, ‘Kandi’ and ‘Hilly’ areas. While areas falling south of Pathankot-Jammu-Srinagar National Highway form the Border belt, area to the north of National Highway and up to the up hills of Billawar/Basohli Blocks is known as Kandi Zone and areas beyond foot hills of Billawar and Basohli constitute Hilly areas of the District.


4.3 The two main rivers traversing the District are Ravi and Ujh which are major contributories of the Ravi-Tawi Irrigation Complex. The two rivers and their tributaries feed a number of small canals and irrigation Kuhls which are the main source of irrigation in the District. A major hydro-electric project ‘Ranjeet Sagar Dam’ is partially part of this District, while another minor project ‘Sewa Hydel’ project is located in Bani area.


4.4 By virtue of Cabinet decision referred to in Chapter-I, one more Tehsil has been sanctioned with headquarter at Bani which at present is part of Tehsil Basohli. Bani is situated at a distance of 88 kms from Basohli town (Sub-Divisional Headquarter) and is linked by a motoable road which, however sometimes gets closed during winter due to heavy snowfall. Bani is a small but beautiful valley surrounded by mountains and is having tremendous potential as a tourist attraction. It is a base camp for Trekkers for going to different adventure/religious destinations. 


Presently, Bani is a territorial Niabat of Tehsil Bosohli and there was a long pending demand of the people of Bani area to up grade the status of Niabat to Tehsil. After becoming a Tehsil, the people of this hilly part of District Kathua are likely to be benefited to a large extent particularly after commissioning of the Basohli-Bani-Bhaderwah road, which further connects the valley over Synthan Pass, the economic activity in this area will get a quantum jump.


4.5 Bani Niabat is further divided into two C.D. Blocks namely, Bani and Duggan with headquarters at Bani and Duggan. The areas falling within Bani Niabat are well bifurcated from rest of Tehsil Basohli through Banjal Pass which as earlier stated, sometimes, does remain closed during winter due to heavy snowfall.


4.6 With a view to ascertain views of the people of the area, the Demarcation Committee paid a visit to Bani and Basohli for two days where deputations representing various shades of political/non-political organizations called on and presented their view point. There was a representation from a small group of people to the effect that four villages namely, Bhoond, Bhikar, Jandhrali and Sialag of Bhoond area be kept part of new Tehsil Bani as these villages presently form part of Agrarian Circle Bhoond.

Therefore, the Committee had a sitting at Bhoond as well and after giving patient hearing to all concerned, it was observed that while majority of people were of the view that these villages be kept part of Tehsil Basohli, only a small number of people who too originally belong to Bani area and were temporarily and for the last few years only cultivating land in these villages supported the demand for inclusion of these villages in new Tehsil Bani.

Besides, it may be in place to mention that these villages already form part of territorial Niabat as well as C.D. Block Basohli and inclusion of these villages in Agrarian circle Bhoond is a temporary feature. As such, and also in view of the fact that these four villages already fall on Basohli side of Banjal Pass there seems no force in the demand that these four villages be included in the jurisdiction of newly created Tehsil Bani.

4.7 As discussed in detail at para 3.6 (iii) of Chapter III of this report, it has been proposed that entire C.D. Block Ghagwal of Tehsil Hiranagar comprising eighty one villages be made part of new District Samba. Accordingly, eighty one villages (entire C.D. Block Ghagwal) of Tehsil Hiranagar shall get deleted from Tehsil Hiranagar and District Kathua. Accordingly, particulars of Patwar Halqas and villages forming part rest of Tehsil Hiranagar are indicated at Appendix IV-1.


4.8 Based on the above position, it is recommended that Tehsil Bani shall comprise eleven Patwar Halqas and thirty three villages, detail of which is indicated in the Appendix IV-2, while the particulars of Patwar Halqas and villages forming part of Basohli Tehsil are indicated in Appendix IV-3. The sketch map indicating boundaries of two Tehsils i.e. Bani and Basohli is marked as Appendix IV-4. Similarly, details of Patwar Halqas and villages forming part of District Kathua (after deletion of eighty one villages of Tehsil Hiranagar) as well as the map of the District are available at Appendix IV-5 and IV-6 respectively.
